Policy Study: Impact of California Cannabis Taxes

In May 2022, Precision Advocacy co-released a study with the Reason Foundation and Good Farmers, Good Neighbors that provided an empirical model to estimate the degree to which California’s tax regime affects participation within its commercial cannabis market and how participation may change through different approaches to taxation.

We cannot allow the largest cannabis market in the world to fail. High taxes and fees, inconsistent local taxes and the illicit market are contributing to a serious price compression in the supply chain and California’s legal operators are being pushed to the brink. There are tax policy solutions for the governor and state legislative leaders to consider immediately. This study provides that roadmap.
